STS supported innovative business reform
initiatives at Twenty Nine Palms, Marine
Corps Air-Ground Combat Center Natural
Resources and Environmental Affairs
(MCAGCC NREA) Division.
STS implemented and evaluated
improved management and reengineering
business practices to identify, test,
and evaluate existing processes against
state-of-the-art improvement tools for
integration into MCAGCC’s overall
business reform of waste management
programs and other NREA program elements
that are consistent with the DoD and
Marine Corps Enterprise Model and
MCAGCC’s Business Reform and Enterprise
Models.
The primary objective of these
efforts was to provide program
management support, consulting services
and technical assistance for the Total
Waste Innovations (TWI) Section, under
the Division of NREA at MCAGCC. Using
best management and business processes,
TWI is responsible for collecting,
consolidating, processing, packaging,
recycling, transporting, and selling or
disposing of all waste generated at
MCAGCC through four core areas:
Residential Commercial Recycling
and Trash Service (RCRC),
Industrial/Military Recycling (IROC),
Ordnance/Range Residue Management
(RRPC), and Hazardous Waste Management
and Recycling (HWMS).
STS provided consultation
services for productivity improvements
using business process improvement tools
and implementation of performance
measures and indicators using the
balanced scorecard methodology.
Automated data collection tools
were integrated for support of Activity
Based Costing and balanced scorecard
implementations.
Specialized training was provided
to client staff in utilizing these
productivity processes and tools.
These services improved our
client’s business process in order to
support their mission oriented goals.
For instance, after our services
were provided and business process
improvement systems implemented, our
client realized a cost saving of 25%. |

Naval Facilities Engineering Service
Center (NFESC) |
The Naval Facilities Engineering Service
Center (NFESC) provides clients with
various technology transfer (T2) tools
and technical expertise in an attempt to
readily implement innovative
technologies in the field.
STS provided consulting services
for production of reports and tools for
the exchange of information in order to
improve productivity of the Navy
Remedial Project Managers in performing
their jobs and meeting their mission
goals.
Consultation services were also
provided to improve the production
process of the technology transfer tools
and reports.
Custom training was provided to
improve the productivity of the
production processes for delivery of
studies, reports, and technology
transfer tools.
These services provided our
customer with cost savings realized from
business process efficiency
improvements. |

NASA-JPL CERCLA |
Special Technology Solutions provides
consultation and maintenance of
administrative records on the NASA-JPL
CERCLA Program Web site at the Jet
Propulsion Laboratory.
STS provides technical services
and support for adding information
content to the program website in
supporting their mission goals of
providing community members with wider,
more convenient access to information
repository, administrative records,
public relations and outreach programs
associated with NASA-JPL CERCLA program.
Technical advice is provided on
processing and managing our client’s
administrative documentation for Section
508 compliance.
The business practices for
managing document records were enhanced
using a workflow method to process and
approve documents for publication.
Quality assurance and quality
control measures were placed to ensure
that published documents meet our
client’s requirements.

Navy ETIC Program |
Special Technology Solutions supported
the Environmental Technologies
Implementation Contract (ETIC) Program
by providing consulting services to
develop and maintain project team
collaboration and program management
tools and support program management
functions.
STS supported process
improvements of
the ETIC program management
contract.
This program involved the
management of over 160 task order
contracts.
Process and productivity
improvements were critical in management
of these task orders.
STS provided technical services
to assist ETIC in utilizing an on-line
automated invoice and project tracking
system in order to manage the large
number of task order contracts.
Our client has benefited from our
business process improvement services in
cost savings as correlated to labor.
